Our kei trucks are on our lot in Houston, about 330 miles from Harlingen, 350 from McAllen and 355 from Brownsville. We don't have a Valley location, so this page covers what it actually takes to get a kei truck to the Rio Grande Valley and register it in Hidalgo or Cameron County, or in Willacy or Starr: shipping costs and timing, the two counties' many tax offices, the Valley's high local fees, and the one well-documented VIN inspection, at the Brownsville Police Department, which only takes Cameron County residents.

Quick facts

  • Distance: about 330 to 355 miles, 6 to 7 hours: US-59/I-69 South to Victoria, then US-77/I-69E through Kingsville and Raymondville to Harlingen (I-2 West to McAllen, I-69E South to Brownsville).
  • Shipping: published 2026 open-carrier prices run from about $600 to $900; usually 2 to 3 days on the road.
  • County office: Hidalgo County Tax Office in Edinburg, with offices in McAllen, Pharr, Mission, Weslaco and more; or Cameron County in Brownsville, with Harlingen, San Benito, Port Isabel and more. Cameron County takes walk-ins at every office.
  • VIN inspection: Brownsville police, Mondays 8–11 a.m., $40, Cameron County residents only; Hidalgo County has no published program.
  • Tax and fees: about $612 for a $7,999.99 truck in Hidalgo County and $613.50 in Cameron, two of the highest local fees in Texas.
  • Emissions test: none. Neither county tests, and a 25-year-old truck would be exempt anyway.

Getting a kei truck from Houston to the Rio Grande Valley

Option 1: have it shipped

We help arrange transport with independent carriers, and you pay the carrier directly. The carrier picks the truck up at our lot during business hours once the balance is paid. Most transport companies list the Valley run as 2 to 3 days on the road, and carriers note that pickup windows can be longer in the border region because fewer trucks run there. How quickly a carrier can pick up varies, so plan on several days to a week from booking to delivery.

What it costs: published 2026 prices for Houston to McAllen and Brownsville run from about $600 to $900 on an open carrier.

Source (route) Published price Transit
AmeriFreight (McAllen–Houston, 2026) $600–$800 2–3 days
AmeriFreight (Brownsville–Houston, 2026) $650–$900 2–3 days
A1 Auto Transport (McAllen page, short Texas routes, November 2025) $600–$900 3–5 days

Prices are for a running vehicle on an open carrier. As a rule of thumb, trips under 500 miles run about $1.55 to $2.50 a mile (Sherpa Auto Transport, 2026), which works out to about $540 to $875 for the 350 miles to McAllen. Brokers don't list a separate price for kei trucks, so expect to be quoted at a car or pickup rate even though a kei truck is smaller. Sherpa Auto Transport adds that pickups typically cost $50 to $150 more to ship than SUVs and that a border-region delivery can affect carrier availability and pickup windows (Sherpa, McAllen). An enclosed trailer costs about 30% to 50% more (Homeland Auto Transport), and a vehicle that doesn't run costs more again, often $150 to $300 extra for winching (AmeriFreight). Prices change with season and fuel, so ask for a written quote.

Option 2: come to Houston and trailer it home

It's about 350 miles to McAllen, roughly 6 to 7 hours with a trailer: US-59/I-69 South to Victoria, US-77/I-69E South through Kingsville, Sarita and Raymondville to Harlingen, then I-2/US-83 West to McAllen or I-69E South to Brownsville. The inland alternative is US-59 to George West, then US-281/I-69C South to Edinburg and McAllen. Kei trucks are no more than about 11 ft 2 in long and 4 ft 10 in wide (Japan's size limits for kei vehicles), so they fit on a typical car-hauler trailer. Check your trailer's weight rating and bring straps. Coming in person also lets you inspect and test drive the truck first; call or text (713) 385-9798 to set a time. Lot hours are Monday to Friday 9 a.m. to 5 p.m. and Saturday 10:30 a.m. to 2 p.m.

Can I just drive it home? Not legally until it's titled and registered. Texas law lets a miniature vehicle on public highways only after it “has been registered and titled” (Transportation Code §545.429). A 2016 TxDMV policy limited 30-day temporary permits to vehicles already titled or registered in Texas (TxDMV), so ask your county tax office whether a fresh import qualifies for any temporary permit before you count on one (TxDMV temporary permits). And even once it's registered, Texas allows highway speed limits of 70 mph and higher (TxDOT), well above a comfortable cruising speed for a 660 cc kei truck, so the I-69E and I-69C run isn't a good way to get one home either.

Which county office to use

You title and register the truck in the county where you live, within 30 days of the sale. McAllen, Edinburg, Mission, Pharr and Weslaco are in Hidalgo County; Harlingen, Brownsville, San Benito and Port Isabel in Cameron County; Raymondville in Willacy County; Rio Grande City in Starr County. Hidalgo and Cameron each run a network of offices, so you rarely need the main one.

County Main office Phone Hours and visits
Hidalgo Main office: 2804 S. Business Hwy. 281, Edinburg 78539. Substations: McAllen (300 E. Hackberry Ave., Suite 3, (956) 292-7008), Pharr (300 W. Hall Acres Rd., (956) 784-3555), Mission (722 N. Breyfogle Rd., (956) 581-8898), Weslaco (1900 Joe Stevens Ave., Suite B, (956) 973-7825), San Juan, Elsa and Alamo (Mon–Tue only) (956) 318-2157 8:00 a.m.–4:30 p.m. The county doesn't state an appointment policy or which substations handle titles; call the office you plan to use (Hidalgo County). Email dmv.info@hidalgocountytax.org.
Cameron Main office: 835 E. Levee St., 1st floor, Brownsville 78520. Harlingen branch: 3302 Wilson Rd., (956) 427-8013; also San Benito, La Feria, Rio Hondo, Port Isabel, Los Fresnos and motor-bank offices in Brownsville, Harlingen and San Benito (11 locations) (956) 544-0800 Mon–Fri 8:00 a.m.–4:30 p.m. “All of our offices are accepting walk-in customers, appointments are NOT required”; optional online appointments for Brownsville Main and Southmost (Cameron County). New ID requirements for first-time registrations took effect March 5, 2026.

Outside these counties? Use your own county's office (TxDMV office finder). Cameron County's site points buyers to TxDMV's out-of-state and imported vehicle page rather than its own checklist (TxDMV), which asks for a certified English translation; Hidalgo County publishes none. Call ahead and ask what your office wants to see.

Tax and fees in your county

Example: a $7,999.99 kei truck bought from us and titled in your county. The title fee is $28 in Hidalgo, Cameron, Willacy and Starr counties (none is an emissions or “affected” county), and the state registration fee is $50.75 plus $1 for TexasSure. The processing fee ($4.75) and inspection program replacement fee ($7.50) are the same everywhere (TxDMV, DPS). Only the local fees change (TxDMV 2026 fee chart).

County Sales tax (6.25%) Title State registration Local fees Processing + inspection fee Total
Hidalgo $500.00 $28.00 $51.75 $20.00 $12.25 $612.00
Cameron $500.00 $28.00 $51.75 $21.50 $12.25 $613.50
Willacy $500.00 $28.00 $51.75 $10.00 $12.25 $602.00
Starr $500.00 $28.00 $51.75 $10.00 $12.25 $602.00

Hidalgo's $20 and Cameron's $21.50 local fees are among the highest on TxDMV's 2026 chart (Cameron ties with Bexar County), which is why the totals run $3.50 to $5 above Houston even with the lower title fee. None of these counties runs emissions testing, and a kei truck old enough to import would be exempt anyway (TCEQ). Plan for the VIN inspection fee below, and a translation or appraisal if your county asks for one (see the Texas guide).

Where to get the VTR-68-A VIN inspection in the Rio Grande Valley

A truck imported from Japan needs Form VTR-68-A, a VIN inspection done by a law enforcement auto theft unit, before the county will title it (TxDMV). The truck has to be there, so this is another reason to bring it home on a trailer or carrier first.

Agency Who it serves How to book Fee
Brownsville Police Department, 600 E. Jackson St., Brownsville 78520 (home of the South Texas Auto Theft Enforcement Task Force) Cameron County residents only; bring a Texas driver license or ID showing a Cameron County address Every Monday, 8:00–11:00 a.m., weather permitting, limited to 10 vehicles; holiday Mondays move to the next Monday. Put your name on the list at the Information Booth from 7:30 a.m. (arriving earlier doesn't help). Bring a referral from the tax office, your ID, the bill of sale and all vehicle documents. (956) 548-7144 (Brownsville PD) $40 per inspection, non-refundable, paid at Records by money order or card
Hidalgo County (McAllen, Edinburg, Pharr, Mission) No published 68-A site. McAllen, Pharr and Edinburg police belong to the Brownsville-based task force, but Brownsville's inspections are for Cameron County residents Call McAllen police, (956) 681-2000, your own city's police department or the Hidalgo County Sheriff's Office and ask for the auto theft investigator Ask

Brownsville wants a referral from the tax office first, so start at the county office, get the referral, go to the Monday inspection, then back to the county within 30 days. Bring your ID, proof of insurance, the bill of sale and all the import papers.

If the county office has questions

Kei titles are still new to many clerks. Our Texas title guide covers the common problems: non-17-digit chassis numbers, outdated inspection checklists, translations, and the “off-highway use only” remark. If you're still stuck, the TxDMV regional service center for your county can help with title problems. Hidalgo, Cameron, Willacy, Starr and the other South Texas counties are served by the Pharr Regional Service Center (600 W. Expressway 83, Pharr 78577; 956-784-6700), open Monday to Friday 8 a.m. to 5 p.m.

Kei trucks in the Rio Grande Valley

The Valley is Texas's citrus belt, with about 19,000 acres of grapefruit and orange groves in Hidalgo, Cameron and Willacy counties, plus vegetables, sugarcane and cotton, worked from a flat grid of farm roads where a kei truck's size and fuel economy count. Winter Texans use them around RV resorts from Mission to Harlingen, and the Valley's small businesses buy them as cheap delivery and maintenance vehicles. Two pieces of local knowledge matter: Hidalgo and Cameron charge among the highest local registration fees in the state, and the VIN inspection is easiest for Cameron County residents, who have a weekly walk-up session in Brownsville; Hidalgo County buyers should make a couple of calls before the truck arrives.
